GSO Info Request; Why wasn't the Redevelopment Commission of Greensboro involved with the Bessemer Shopping Center Deal?

REDEVELOPMENT COMMISSION OF GREENSBORO

The Redevelopment Commission of Greensboro (RCG) was incorporated in 1951 to conduct studies, formulate plans, and implement redevelopment projects for blighted areas within the city. It is established under and regulated by NC General Statutes and the Greensboro Development Ordinance.

The Commission carries out activities subject to the consent, approval, and policies of the City of Greensboro and in accordance with Community

Development Block Grant Applications and Programs, Redevelopment Plans for locally funded redevelopment projects, and / or state and local laws.

Such activities include, but are not limited to:

1.Acquisition of real estate
2.Clearance, demolition, and / or rehabilitation of building and improvements on property owned by the commission
3.Disposition of any real property acquired
4.Provision of relocation payment and assistance in accordance with the Uniform Relocation Assistance and Real Property Acquisition Policy Act
5.Compliance with North Carolina Urban Redevelopment Law.

§ 160A-514. Required procedures for contracts, purchases and sales; powers of commission in carrying out redevelopment project.

...In the sale, exchange, or transfer of property, the commission shall exercise the authority and procedure set out in G.S. 160A-268, 160A-269, 160A-270, 160A-271, or 160A-279 for the disposition of property by a city council.

G.S. 160A-268; The sale of property by advertisement for sealed bids shall be done in the manner prescribed by law for the purchase of property, except that in the case of real property the advertisement for bids shall be begun not less than 30 days before the date fixed for opening bids.
