City of Greensboro Budget Questions

Why is there a $9,359,985 difference
between 2011-12's adopted budget from last year
and 2012's adopted budget from this year?

"For the fourth year in a row,
Greensboro is facing a significant budget gap,
Interim City Manager Denise Roth told residents...

This year’s total: $5.6 million.

...In the coming fiscal year, which begins June 1,
the city will have less revenue and more expenses, Roth told residents.

2012-13 adopted Total Expenditures = $451,220,839

How did the city end up planning to spend $3,045,850 more
with $5.6 million less?

Where did the $8,645,850 come from?

But even with those changes, the city staff has no plans
to recommend an increase in the property tax rate this year, Roth said.

Why?

Is the real difference between 2011-12"s originally adopted $438,815,004 budget
and 2012-13's$451,220,839 adopted budget
 = $12,405,835 more?

Where did the $12 million come from?

She didn’t elaborate on what services or jobs might be cut
to balance the budget.
