Looks like President Pro Tempore of the Senate Phil Berger Sr. set up the NC Charter School Advisory Board that approved Phil Berger Jr's charter school

"One member appointed by the General Assembly upon the recommendation of the President Pro Tempore of the Senate, as designated by the President Pro Tempore, shall be appointed to serve until June 30, 2015.

Two members appointed by the General Assembly upon the recommendation of the President Pro Tempore of the Senate, as designated by the President Pro Tempore, shall be appointed to serve until June 30, 2017."
