City of Greensboro Information Request on tonight's item 24, Eastern Guilford "Outside the Corporate Limits" Water and Sewer

The Mayor or any member of the City Council
who has a financial interest, direct or indirect,
in any official act or action before the Council shall,
…disclose such interest and all material facts with respect there
to the City Manager and City Attorney.

On June 11, 2007,
Zack Matheny voted for a rezoning for Carroll Capital Investments, LLC,
represented by Robbie Perkins, for Roy Carroll.

Zack received $1,000 from Mr. Carroll's PAC on 10/30/07.

Mr. Carroll also gave $1,000 checks to Robbie, etc...,
as he garnered about $4 million in tax breaks for Center Point.

Please provide City Council Member Robbie Perkins' disclosure
of "all material facts" relative to the the Eastern Guilford
"Outside the Corporate Limits" Water and Sewer Issue (item 24)

How many real estate listings does Robbie Perkins have
or hopes to have,
after voting for water and sewer in Eastern Guilford County?

Did Robbie and Zack profit from the GTCC water and sewer

"Outside the Corporate Limits"?

Did Robbie profit from water and sewer to the Jefferson Pilot Building "Outside the Corporate Limits"

water and sewer, which he recused himself from?

Anyone see a pattern?

In addition, he/she shall publicly disclose on the record of the Council
the nature and extent of such interest,
including the full disclosure of all such material facts,
and shall withdraw from any consideration of the matter
pursuant to sec. 4.131 of the City Charter.

RESOLUTION TO DELINEATE AND CLARIFY ETHICAL RESPONSIBILITIES
OF THE GOVERNING BODY OF THE CITY OF GREENSBORO

If Roy's 700 acres is in the 9,000 that may get water-sewer,
could Roy get about 8% of the benefit
of Greensboro's taxpayers spending about $20 million?

About a $1.6 million backdoor incentive?

Please provide "the record of the Council"
of "all material facts" relative to the Eastern Guilford "Outside the Corporate Limits"
Water and Sewer Issue "publicly disclosed" by Robbie Perkins.

Could Robbie "be personally at risk financially if his vote displeases" Roy?

How much could Mr. Carroll and Perkins make on the properties?

‎...(c) A public servant shall take appropriate steps,
...to remove himself or herself to the extent necessary,
to protect the public interest
...from any proceeding in which the public servant's impartiality
might reasonably be questioned...

§ 138A‑36. Public servant participation in official actions.

How much future income does Robbie stand to lose,
if Mr. Carroll were to become upset with Robbie's votes?

Could Robbie be personally at risk financially
if his actions displeases Mr. Carroll?

"‎...rent-seeking is an attempt to obtain economic rent
by manipulating the social or political environment in which economic activities occur,
rather than by creating new wealth.
...spending money on political lobbying in order to be given a share of wealth
that has already been created.

Many current studies of rent-seeking focus on efforts
to capture various monopoly privileges stemming from government regulation
of free enterprise competition.

Since resources are expended but no new wealth is created,
the net effect of rent-seeking is to reduce the sum of social wealth.
Rent-seeking generally implies the extraction of uncompensated value from others
without making any contribution to productivity.

...a more common example of rent-seeking is political lobbying
to receive a government transfer payment,
or to impose burdensome regulations on one's competitors
in order to increase one's market share.

...such behaviors may result in substantial social losses."
